Project summary

This action is intended to support the efforts of developing countries to set up effective employment, Labour and social protection strategies in complex environments characterised by high levels of under- and unemployment, especially among young people, insufficient job creation, poor quality jobs, persistent high levels of informality and low social protection coverage.
This project has been conceived at a time when a growing number of countries are formulating national employment and social protection strategies, and/or integrating employment, labour and social protection as prominent features within their national development plans. However, Ministries of Employment, Labour and Social Protection and related agencies in low and middle income countries often face serious challenges in the design and implementation of these policies related, inter alia, to weaknesses in their mandates and coordination capacities, inadequate human resources, poor planning, inability to evaluate and monitor and insufficient budget allocations.

General objective

The project has a double objective: it aims (i) to enhance the capacities of partner countries to better design, manage and monitor effective, inclusive and sustainable employment and social protection strategies through peer-to-peer short-term technical assistance; and (ii) to develop global knowledge in the areas of employment, labour and social protection.

Specific objective

The project will extend the existing project SOCIEUX – “Social Protection EU Expertise in Development Cooperation” established in April 2013, widening the scope of its services to include the mobilisation of experts in the field of employment and labour, and adding a new component related to networking, knowledge-development and sharing.
